Does this total include water from food and other drinks, not just plain water?+

Generally yes, the recommended total reflects overall fluid intake from all sources, since food (especially fruits and vegetables) and other beverages contribute meaningfully to hydration. Drinking only plain water to hit the full number would overstate what you actually need to drink separately.
