A common rule of thumb is that 30-50% of total guests are on the floor at the peak of the reception, which is what the space should be sized for, not the entire guest list.

An undersized floor causes guests to hang back rather than dance, since a crowded, uncomfortable floor discourages participation more than a slightly larger floor with room to move. Erring slightly larger tends to encourage more guests to join in.
